[Fix] A failed or rate-limited Sync now preview no longer says it will retry automatically, and neither does a failed sync on a link with auto-sync off or one that has stopped after repeated failures, since none of them retry.
[Fix] Opening Sync now sends one preview request, so the audit log records the preview once and a custom vault key is asked for once.
